Chinese-foreign Cooperative Education

Chinese-foreign cooperative education refers to foreign legal person organizations, individuals and relevant international organizations cooperating with Chinese educational institutions and other social organizations with legal person qualifications to establish educational institutions with Chinese citizens as the main target, and to implement education and teaching activities.


On January 26, 1995, the National Education Commission promulgated the "Interim Regulations on Sino-foreign Cooperation in Running Schools", which stipulates that Chinese and foreign parties can cooperate in running educational institutions of various levels; To meet the needs of the development of China's education industry and the requirements of personnel training, ensure the quality of education, not for profit, and not to harm the national and social public interests; the education administrative department of the State Council is in charge of the national Chinese-foreign cooperative education work.


On June 19, 2018, the General Office of the Ministry of Education issued the "Notice on Approving the Termination of Some Chinese-Foreign Cooperative Educational Institutions and Projects". During the "Thirteenth Five-Year Plan" period, the Ministry of Education approved and filed a total of 580 Chinese-foreign cooperative education institutions and projects (7 independent legal person institutions, 84 non-independent legal person institutions, and 489 projects), of which 356 are college-level or above. As of the end of 2020, there are 2,332 Sino-foreign cooperative educational institutions and projects, including 1,230 undergraduate programs.


Ways of running a school


One is the degree education program, which must pass the unified recruitment examination, fill in the application form, and obtain diplomas issued by Chinese and foreign schools after graduation (for example: Tsinghua University and the Australian National University jointly organize a master's degree education program in management)


One is the non-academic education program, which does not need to fill in the application form, but just take the entrance examination held by the school itself. After the Chinese school has obtained the corresponding credits, it will be admitted to the partner school after passing the language test, and after graduation, it will receive a diploma issued by the foreign school (such as: China Agricultural University and the Netherlands Marriott Laurenstein Wageningen University (formerly the Netherlands Laurenstein International Agricultural College) ) to co-organize non-degree programs in horticulture)


Note: If you are studying a non-degree education program, if the program fails to obtain the audit and certification of the Ministry of Education, you will not be able to recognize the academic qualifications obtained in the program.


Education level

The first is undergraduate education, which is also included in the national general college admissions plan (unified examination) and independent enrollment, (for example: China Agricultural University cooperates with the University of Colorado Denver and the Health Science Center to organize an undergraduate education program for communication majors, unified examination and independent enrollment. Enrollment each accounted for 50 people.).


The second is the master’s degree education. After participating in the self-enrollment examination organized by the university, students can obtain a master’s degree certificate from a foreign university after completing all the courses and meet the graduation requirements; certificate of completion. For example: the MBA degree program jointly organized by the University of International Business and Economics and the City University of Seattle


There is also a Sino-foreign cooperative education master's degree program that is a double degree, which issues a master's degree certificate from a foreign university, and can also apply for a master's degree certificate from a domestic university. (For example: University of International Business and Economics cooperates with Paris 1 University and the French National Enterprise Management Education Foundation to organize a master's degree education program in business management)


The third is doctoral education. There is only one level of doctoral education. After graduation, a doctoral degree certificate from a foreign university will be issued. Doctorate Education Program)


School-running body

One is Chinese-foreign cooperative education institutions (such as: Wenzhou-Kean University, University of Nottingham Ningbo, etc.);


The second is Sino-foreign cooperative education projects (such as: Beijing University of Technology and New Jersey Institute of Technology, USA, Master of Science in Engineering Management; Peking University and Hong Kong Polytechnic University jointly organize a Chinese Social Work Master of Arts degree education program);


Cooperative education institutions in mainland China and Hong Kong, Macao and Taiwan regions and cooperative education projects in mainland China and Hong Kong, Macao and Taiwan regions are also generally classified as Sino-foreign cooperative education. The approval, evaluation and management of Sino-foreign cooperative education are generally carried out by the Department of International Exchange and Cooperation of the Ministry of Education.


Sino-foreign cooperative education is a public welfare undertaking and an integral part of China's education undertaking. The state implements the policy of expanding opening up, standardizing school running, managing according to law, and promoting development for Sino-foreign cooperative education. The state encourages Sino-foreign cooperative education that introduces foreign high-quality educational resources. The lawful rights and interests of Chinese-foreign cooperatively-run scholars and Chinese-foreign cooperatively-run educational institutions shall be protected by Chinese law. Chinese-foreign cooperative education institutions enjoy preferential policies stipulated by the state in accordance with the law, and independently carry out educational and teaching activities in accordance with the law. Sino-foreign cooperative education must abide by Chinese laws, implement China's education policy, conform to China's public morality, and must not damage China's national sovereignty, security and social public interests. Sino-foreign cooperative education shall meet the needs of the development of China's education, ensure the quality of education and teaching, and devote itself to cultivating all kinds of talents for China's socialist construction. Chinese-foreign cooperative operators may cooperate to organize various educational institutions at all levels. However, institutions that implement compulsory education and provide education of a special nature such as military, police, and political education are not allowed. Foreign religious organizations, religious institutions, religious schools and religious personnel are not allowed to engage in cooperative education activities in China.


Development

By the end of 2002, there were 712 Chinese-foreign cooperative education institutions and projects nationwide, covering 28 provinces, autonomous regions, and municipalities directly under the Central Government.


In terms of geographical distribution, they are relatively concentrated in Shanghai, Beijing, Shandong, Jiangsu, Guangdong and other large cities in the eastern coastal areas with relatively developed economies and cultures;


In terms of cooperation partners, foreign partners are mainly from countries and regions with developed economy, technology and education such as the United States, Australia, Canada, Japan, France, and the United Kingdom; Chinese partners include famous universities such as Peking University, Tsinghua University, Fudan University, and Tongji University;


From the perspective of school-running level, it spans all educational levels from early childhood education to doctorate;


In terms of major distribution, the majority of institutions and programs offer business administration majors, accounting for about 36%.


Specific case

Canada-China International Master of Business Administration (CCIMBA)


In 2003, China University of Mining and Technology and the University of Quebec (UQAM) jointly organized the Master of Business Administration (MBA) program, which was approved by the Ministry of Education of the People's Republic of China and the Academic Degrees Committee of the State Council in 2003.


As one of the world's top 100 Business Schools of the University of Quebec, it was certified by "EQUIS" as early as 2001. It is a unique feature of the China-Canada International MBA to experience the cultural integration of Britain, France, the United States and China, which subverts the traditional MBA teaching. The Chinese-British College

Shanghai University of Science and Technology, a key development institution in Shanghai, and nine world-class universities including the University of Sheffield and the University of Leeds jointly established the Sino-British International College of University of Shanghai for Science and Technology.

The Chinese-British International College of the University of Shanghai for Science and Technology is a non-independent college affiliated to the University of Shanghai for Science and Technology.
